I've read many stories that have helped me accept 10.5 but this is the first that's made me love him.
That's a wonderful compliment. I'm firmly of the opinion that he's still the Doctor, even if somewhat altered. He's terrified of what he's risked, of alienating and losing Rose. He's taken a chance in a way that he hasn't before, and that is scary.
Also I loved Jackie's acceptance of him.
Jackie accepted Ten II readily enough -- the conversation that they had about her pregnancy was funny, but it was also a clear indication that she was taking him at face value. I can't imagine that it would change after Ten left.
Also, I think you're the first person to mention that other people at Torchwood would notice the stars were back.
They would all have been working for that goal, so I expect they would be watching with considerable interest. It may have been daytime when it happened (assuming that the appearance on Bad Wolf Bay is at the same general time) but they'd be savvy enough to have radio telescopes et al. We also saw a good deal of whooping with joy on the original Earth, so why not there? Besides, it was fun. :)
